I have to assume what a witness to an overt act is has changed over time. The founding fathers could not imagine telephone calls, email, or computers. If, for example, two witnesses testified that they found emails from Trump to Putin and Putin to Trump conspiring to leak DNC emails to influence the election I think that would meet muster. I could be wrong. These bastards would squeal on each other like pigs if push came to shove.
