Sometimes we use shorthand for what we say, or leave out the details of what our response would be.

At that same press conference, Obama added in some pretty snide remarks about Putin's Russia, calling Russia a small, weak country that "does not produce anything that others want to buy, except oil and gas and arms."

When you treat a bully with disdain and contempt, perhaps "cut it out" is very appropriate.
