Two thirds of the states could call a Constitutional Convention. However, any amendment proposed by the convention would have to be ratified by three fourths (38 of 50) states.

Furthermore, it is completely unclear whether the Constitutional Convention can be restricted to considering only a specific topic. It is likely that once called, the convention is free to set its own agenda and consider any amendment it wishes, including replacing the existing text with an entirely new text.

Therefore, it is unlikely that the states will ever call a Constitutional Convention.
