1. That is the number of declared bankruptcies.

It doesn't include the number of people who are bankrupt, but didn't have either the money, nor the time or transportation to sit through the credit counseling courses required under bankruptcy law. Who can afford to pay a lawyer when someone is struggling to keep food on the table or a roof over their heads.
