16% of the US population - mostly from Rural states, heavily Republican -- elects 50% of the US Senate.

Gerrymandered Districts for the House + Clustering of Urban populations means Republican control of House out of synch with popular support.

Excess of Federalism

Electoral College.

Excess of money in politics


All conspire against translation of the will of majority into policy.
