Instead, Spicer said that Trump will be talking about his conclusions so far.

And while Spicer loves to harp on the fact that Trump hasn't had the briefing yet and that the report isn't final, he doesn't seem to mind that Trump will tell the public his personal, worthless, fact-free speculations.
