27. You can look at the statistics two ways

Confrontations with citizens dropped from 50,000 to 8,800
Arrests dropped from 8,800 to 6,900.

So in other words life threatening confrontations drop 41,200 but arrests only drop 3,100. It seems these confrontations (or stop and question) were horribly ineffective anyway (note the number of arrests) and every one of these poses the risk of a civil rights violation, lawsuit, loss of career, incarceration for the LEO, death to the LEO and/or the citizen.

Do we have evidence that reported crimes are not being investigated or that LEOs are not detaining when a crime has been observed?

When the majority of this board went crazy over the North Carolina shooting (the man exits the car with a cocked pistol and refuses to drop it after being ordered multiple times, he is shot, and lifesaving measures are immediately applied). The argument on this board was that the man should never have been confronted. He displayed a gun and had an illegal substance (whether that substance should be illegal or not - it is not relevant). In the future, unless he is pointing that gun at kids, I am giving him a pass. That is what they are doing in Chicago now.
