If the intent is to put Pence in the Oval Office, the Constitution says that a replacement president can be elected to 2 terms if more than half his predecessor's term is gone when he takes office, but only one term otherwise. (IOW you can only be president 10 years.) It would be very possible to let Trump do the ceremonial work but leave the sensitive work for Pence and Mattis.
