Tax cuts for the rich will take any money that could be used for a replacement. They'll say "we can't afford it".

Remember the Republican M.O. when they hate a successful gov't program that improves the lives of millions (that's all of them: medicare, social security, ACA) - simply STARVE IT OF REVENUE. Steal it, divert it, tie it up elsewhere but STARVE it.
