Twitter is not secure, so maybe the CIA could figure out how to pull the plug by blocking his Twitter account on national security grounds. Otherwise it's not going to stop as long as he's president. And "our" elected officials, i.e., Democrats, are a minority, so even if Congress had the power, theoretically, to make him stop (and it doesn't - there's that separation of powers thing), this Congress won't.
