Actually, I think dissidents and protesters are now in serious jeopardy of being seized as threats to homeland security/enemy combatants, etc. and sent to Guantanamo for indefinite incarceration.

I've never seen a dictator, whether he's from a banana republic, a Soviet communist, a German Nazi or an Italian fascist, a Middle Eastern potentate not have dissenters or the royal "opponents" thrown into jails without due process (if they're lucky) or shot down like a fleeing convicted felon in a prison break.

The fact that this cretin has - just 3 days in - imposed gag orders on not just these EPA scientists, but others in federal agencies (what's next - the CDC for fuck's sake!??), means he's already started to rule like Putin.
