This is why Trump can say build a wall using Executive Order. The wall building was passed in 2006 by 26 Democratic Senators and passed with Senate 80-19. It easily passed in the House as well.

Now I am not sure why it was passed so easily back in the day, but it was never revoked even though the fence was never built so Trump is using it as a way of building he wall.

Had we known Trump was going to use this bill, I have no doubt that Democratic Senators would have passed a bill revoking it in 2009-2010 no doubt. But who knew a crazy guy was going to be President. Nobody thought that would happen.
