entering the country. He simply cannot. If someone holds dual citizenship and one of those is US citizenship, no President can deny them their rights as a citizen without due process, and an EO is not due process.

Citizens of the United States always have the right to return to the United States. Period.

Note of correction: I see that this applies only to people having dual citizenship that does not include US citizenship. That, the President can do.
