They are sworn to defend the Constitution and obey the lawful orders of the President.

Failing to obey lawful orders gets them in trouble.

However, obeying unlawful orders ALSO gets them in trouble.

So, legally, they have no room for following or not following a Presidents orders out of preference of that President. They have laws to follow or face a military court.
