Enemies domestic could be, say, a large group that rises and attempts to overthrow DC through force of arms. An order to fight against that would likely be legal.

On the other hand, enemies domestic could be, hypothetically, a group of people who get into office and attempt to impose a, let's say, fascist regime from within, causing the people to object with protests to the point of a revolt.

The tricky bit would be how well the military brass understand the situation. In some conversations on such topics I've had (not with highly levels, mind you) I've been impressed. Don't count them out.
