That is not its intent. Its intent is to lull people into thinking they know what is going on or, alternatively, setting up story angles that reporters and others might use that they will later exploit to their own ends; they frame the narrative. Ultimately, it's useless and distracting.

Some of it is quite overwrought and parody-esque as well. I have no problem thinking they are behind it.
