Just as cluttered. The POTUS has an other office off to the side where most of them do their actual work. I'd suspect Snowflake sits in there so everyone can see him. When the grounds crew goes by he jumps up and runs to the window "Hey! Look at me! I'm President!!"

Either that or he just sits there waiting for Bannon to bring him something to sign.

I'm surprised he doesn't have a red stapler.
