2. I've been civil service and see your point. But...

It's one thing for a boss to harass one worker. But to harass many thousands and thousands of them across the country would take a structure that would take a long time to construct.

Think about it. Can you imagine trying to harass practically whole departments into quitting? The court cases alone would drag on and on.

Appointees are a different animal. But line staff are numerous. I guess they could just plain eliminate departments. But then the fit can hit the shan when the public doesn't get the services it has come to expect.

Just my random thoughts on all this. Otherwise I'd never sleep again.
