Severely curtailing federally funded research is another part. EPA, NASA, NOAA, all are being discussed for huge cuts or outright elimination of research. I wouldn't bet against the other agencies like NSF and NIH surviving intact either.

Trump's OMB nominee has said he questions if the Federal Government should fund research. Let that sink in for a moment.
