Back when paper memos were the way of communicating, two page or longer memos were verboten by the corporate culture.
It was such a strong part of the culture, even though I've been gone from there for 25 years, that practice has stayed with me my entire career even though we've all moved to email long ago. Even today I keep my emails to one page, and target 3 paragraphs, 4 if absolutely necessary, but 3 is the optimal according to some communications expert mucky muck, if you want to get your message across.
