It was proposed by the Canadian government. Trump probably couldn't care less, but he allowed it because:

A) It helped make his administration look more feminine-friendly without Trump really having to get involved

B) It put Ivanka front and center on the issue of female entrepreneurs and CEOs, and that would make her and daddy Donny happy.
