45 has a coalition of puppet masters...
He successfully attracted 3 investors in his "All Access WH" project...

Bannon wants to destroy credibility of both parties & replace them with a single white nationalist system ...
these efforts are also beneficial to Vlad

Vlad benefits from any media coverage of US govt. chaos / public decreased confidence in democracy etc.
Plus Tillerson will help him get to his shale oil
any sanction relief is a bonus

Koch Bros. Benefit from the circus theatrics- which serve as a distraction during this initial 60 day window in which only a simple majority is required to undo most of Obamas most recent moves....
45 signs off on anything they can get passed in return for GOP wearing blinders...

Pence has always been the fall back plan -- in the event that the 45 /Bannon Agenda became a problem....

So long as 45 is signing off on GOP items ...and not creating a crisis situation detrimental to the Koch agenda... he gets to play President....
But
Bannon / Flynn / Miller Agenda saw the opportunity to take the lead.... which has now resulted in greater liability to the Koch agenda's timely progress than expected.
