Last I looked, being here without authorization is not a criminal offense. The only agency we have empowered to take people who are here without authorization into custody is ICE.

I don't see how the Feds could possibly force any state, county, or city law enforcement agency to "arrest" people who have broken no criminal law.

It's my understanding that keeping immigration separate from law enforcement is critical if we want functional law enforcement agencies. I also thought this was an idea subscribed to by people across the political spectrum. Cops, sheriffs, etc must be free to investigate crime without people here without authorization running scared. And they want people -- authorized or not -- to come forward to report crimes without fear they'll end up deported.

I have a sneaking suspicion that DT doesn't actually understand that being undocumented does not violate criminal code.
