Good as he is, Ellison is much too valuable to be replaced at where he is; and the DNC chair is now a FULL-TIME job which needs full-time and overtime effort. Perez fits the bill here, as he is not a current legislator and therefore doesn't have that additional responsibility.

Besides, from what I've read, there isn't much philosophical difference between him and Ellison, anyway. So this arrangement fits well.
