there was NO *statewide* HAND/EYE recount in any of the states in question. selected recounts don't mean a thing, because to start with, an intelligent hacker who was shifting votes to Trump, would quite likely choose to make the largest adjustments in 1. areas where due to republican control, or local regulations, a meaningful recount will never happen, and 2. large precincts where even a small percentage of vote theft will create a large # of votes. the margin of error in the states in question was miniscule, so it wouldn't take very much. secondly, even some of the "hand recounts" that are done are very limited and imperfect.
