The "frozen" mannequin appearance can definitely be explained from having received too much botox (or having received a very recent Botox treatment).

But, her perpetual squinty-eye look is because her (fake) cheekbones are too high. Too much filler. I believe she suffers from body dysmorphia. She obsesses with each part of her face individually rather than on her overall appearance.

Whatever her idea may be of a "perfect eyes" and "prefect eyebrows" and a "perfect cheekbone height" and "perfect lips" and "perfectly fluorescent teeth" and "perfect chin" and "perfect brow" ... when they're all assembled together, the results are a bit freakish and unnatural looking.

She's made some very poor decisions, or she's easily deceived by those who are convincing her to have all these procedures.
