the agency was wiretapping the Russians and Trump and his campaign was recorded speaking to Russian agents.

Either way, if true, it is obvious that a judge found that the warrant on its face showed that there was probable cause of some sort of criminal/national security concern for either Trump or Russian agents in the US.
