FISA warrants are supposed to be classified and not discussed. I remember there were huge discussions about how Verizon, et al would get these NSLs (National Security letter) & warrants and were not allowed to even admit to their existence.
But the easier answer here would be a tap on a "foreign agent" (because FISA = "foreign"
and intercepting what may have been confirmed as American citizens discussing whatever with that foreign agent. The American's phone was not tapped but their conversation was recorded from the other end (foreign agent's tap), sorted through, and a decision was made whether to dump or retain or further analyze their side of the conversation.
So in this case, he, his sons, his campaign staff/surrogates, whoever, may have communicated to (foreign) individuals who were being tapped, without them having to be tapped themselves.
