I know in my (former) work life, we used the abbreviation "TBD" all the time when scheduling a meeting but were not yet sure of the details like the room # or full agenda/speakers, etc.

In this instance it was a comical "bait (a Republican who would "stand up" to what is happening) and switch (but we don't know who that person is and what they will say, but we are promoting him anyway)" routine.
