Because if a warrant were issued and the reason for the warrant for the purposes of counterintelligence, with Trumpy and/or his inner circle as participants/conspirators, then Trumpy wouldn't hear the truth, because counterintelligence units do NOT reveal their methods and sources to subjects of their investigations--which IS the White House staff.

Michael Hayden knows this, but is skirting the part of the story that implicates Trumpy as a Russian agent.
