2. My guess is they have some pieces, but they don't all fit together yet.

Imagine you find someone dropped a jigsaw puzzle by the size of the road, and the pieces are all scattered. You pick up some to see if you can figure out what the picture is. You'd like to have the whole puzzle, but the person that threw it away didn't care about that. So, you collect what you can, and see if you can piece together any useful information. If you are missing a large number of pieces, maybe you never figure it out. If you have say 50%, maybe eventually it starts to resemble something.

Also, keep in mind the IC just puts the puzzle together. It would be up to Congress to do something about it, and right now, they don't seem interested. Kind of like if you acknowledged the puzzle, you would be admitting your crazy uncle Al was the one who littered with the puzzle in the first place. You don't really like your uncle Al, but you know if you send him to jail for littering (ask Arlo Guthrie about that) he'll cut you out of his will, and, crazy or not, he's loaded.
