19. Yes it can. Impeachment only requires a simple House majority.

It requires a 2/3 threshhold in the Senate to fully oust the president, but he is still impeached. If the GOP can refer to Clinton as an impeached president for deeds that are dwarfed by Trump's Russian association in heisting the presidency, then we don't live in a country of law anymore.
