2. The phrase is just jargon, really.

It was developed as newspeak by the Republicans, who use it at every opportunity. They think they own the phrase, now. The sad thing is that it works. Everyone thinks they're included in "The American People." The GOP has a different definition, though, and most people actually aren't included. The GOP Don't Care.
