82. He's "on his own" in that

he has already run for office and won. Yes, the Kennedy name is an enormous help, especially in Massachusetts. But he's not only won an election, he's won two re-elections. So he has actual experience in government and elected office, unlike some others who've been suggested as running for high office without ever having shown interest in doing so.

Meanwhile Chelsea (and again I can only hope you're referring to Chelsea Clinton, not some other Chelsea out there) has never ever shown interest in running for office. Just growing up around people who have done so does not make it "kind of natural" for her (or Caroline Kennedy Schlossberg or either of the Obama daughters) to run someday.

In short, Joe Kennedy III has been laying the groundwork for future runs, perhaps even a run for the Presidency. If Chelsea Clinton has any such ambitions, she needs to start demonstrating them pretty soon.

The dynasty problem is one of the assumption that a member of that dynasty automatically deserves to run for office and win that election. We saw just how problematical that can be when Caroline Kennedy Schlossberg decided to run for the open Senate seat in New York in 2008 and was a complete disaster. A lot of people just assumed she'd be a terrific candidate because of her family's political history, but she was awful, just awful.
