No, no one is asking. Fox is trying to make people ask a question that has occurred to exactly nobody.
Classic propaganda: Remove the two relevant questions by asking other questions that use Fox Lies as their premise. They thus move beyond the questions that people should be asking Fox, and prompt them to ask meaningless questions predicated upon Fox's lies being fact.
The obvious question "WHO is asking?" is therefore answered from the start. "Many people." Don't ask who the many people are. You are a libbrul agitator if you ask that. Like at the end of the first Indian Jones film: "Top men."
Then Fox asks the BS question, "if Obama didn't use American services to spy on the Trump campaign, then who DID he use? The British? Someone else?" See how easy it is? Fox removes the question of whether Obama did any such thing at all by asking another question that assumes their first false premise is correct. It's like asking someone if they murdered their mother by shooting her or strangling her--the question of whether or not they harmed their mother at all is thus already answered in the affirmative--by the one asking the questions. Say, "I never hurt my mother at all," and you get immediately shouted down with "don't change the subject!"
It's simple, and it works. It shouldn't, being so obvious, but then consider the average education level of Foxsuckers. Once you do that, you get the added bonus of insight as to why the Republicans are so against education.
