Phase 1: Jump off a 10 storey building.
Phase 2: Give HMO executives a fat tax cut to encourage them to endorse the plan
Phase 3: Make sure there's a NET by the time we get to the bottom.

(Did I mention that Phase 1 only requires 51 votes in the Senate via Budget Reconciliation, but Phase 3 will require 60? Never mind, I'm sure we'll have that problem worked out by then.)
