(61,007 posts)and the timing really sucks -- not just because of the Trump generated chaos. It also sounds like your cousin's plan may not have been through an employer.
If it was and if they covered her through the end of the year, depending on when they notified her of COBRA, it may be near the end of the time when she could get it. (I know that both my husband's and my company took at least a month to get the notice out.)
"You, your spouse and your children have 60 days to decide whether to buy COBRA. This election period is counted from the date your eligibility notification is sent to you or the date that you lost your health coverage, whichever is later. Your COBRA coverage will be retroactive to the date that you lost your benefits (as long as you pay the premium)."

It would be very expensive and they would need to pay for 3 or 4 months immediately - as it is retroactive. ( the good thing here is the coverage is retroactive too.)
