She knows every nation state surveils every other nation state if it can. At best, it can help avert wars.

She knows she's been under surveillance, and anything she's had to hide is out there, and she's still around.

Donny the Snowflake, on the other hand, suspects (with good reason) he's been under surveillance, but doesn't know who knows what about him and when it's going to blow up in his spoilt, bloated, asinine, pouty face.

Hence his nervousness about it.
