allows for some kind of peepholes made of see-through material? And a shorter wall? Called the "other" wall proposal - I can't look again, government gobbledygook can't be done on a Saturday night.

And what shocked me is these proposals are not being graded on just cost, but a subjective standard of what they like the best. Also, "Buy American" requirement unless "Buy Mexican" is a better deal.
