9. I think your interpretation of "suspension" is incorrect (Edit--it is).

They are suspended from THAT school. There is nothing to stop them from attending another school in the intervening year. They aren't going to sit on their hands watching TV for a year--they will have to home school or go to private/charter school.

Since the district is legally required to educate the students, they will be relocated to the district Reengagement Center located at a non-school facility. The alternative education
program keeps middle school students on track academically while providing a structured
opportunity for students to take responsibility for their actions by completing community
service hours and receiving formal instruction related to conduct and behavior that
prepares them for a productive future. The program includes a strong parent involvement
component.
