Why don't Democrats change the narrative on regulations?

Few (any?) Americans grew up during a period of time where protections were minimal/non-existent and generally take them for granted. Unless personally affected by Republicans changing/eliminating regulations, most people don't seem to make the connection about what protections do for everybody. We ought to be paying more attention to the status of REINS act currently in Congress, which would allow a hostile Congress to effectively hobble regulatory agencies from implementing almost any kind of protection .
