groups he's been/still is, associated with, like this one:

the above is a FAR right miasma of the worst of neocon scammers. dunno if it's still in existence......I'm in a hurry here, but here's what it had to say about this guy:

NSIC president Roy Godson served as a consultant to the President's Foreign Intelligence Advisory Board (PFIAB) during the Ronald Reagan administration, when Schmitt was PFIAB's executive director.

At the same time, Godson served as one of the main intermediaries between the private Nicaraguan contra support network and the National Security Council. 4] During the Cold War, he was closely connected with neoconservative organizations such as the Coalition for the Democratic Majority and the League for Industrial Democracy. Godson also served as the longtime director of the International Labor program at Georgetown University, where NSIC's Consortium for the Study of Intelligence is housed.[5] Godson’s father and brother, Joseph and Dean, served as key advocates of neoconservative ideas and organizations in the United Kingdom during the Cold War.[6]

he even wrote a (dishonest at the core) book about intelligence practice in the real world, ironically titled
Dirty Tricks or Trump Cards: US Covert Action & Counterintelligence

the key point in the review of this mendacious lunatic's justification for his dark side:

In his discussion of counter-intelligence, Godson argues for 'offensive counter-intelligence' that does not merely catch spies, but turns them in order to manipulate the perceptions of their masters. This emphasis clearly overlaps with the propaganda/disinformation aspects of covert action.

Godson warns of the dangers of disinformation finding its way back into the US public sphere. Again, this is interesting given the authors closeness to neo-conservative circles that have been at best courting this danger over Iraq, and at worst running covert actions against the American people
