Are they saying they want the insurance companies to be able to refuse to insure people because of "preexisting" conditions?

And that no true "conservative" could support a health insurance (because this isn't about health care at all) bill unless it allows insurance companies the ability to refuse to insure people because of "preexisting" conditions?

Am I reading this correctly?
