No offer of immunity would ever be made without first receiving a 'proffer' from a suspect, i.e., some indication of what he or she is willing to testiy to.

Flynn needs immunity now because he is probably already guilty of several felonies, like lying to the FBI and failing to disclose the money he received from Turkey's Erdogan. The question is what his 'proffer' will consist of.
