I can't even tell you how many times I've been politely waiting behind a driver making a right turn, but they don't move. And they don't move. Then I start noticing they aren't waiting for cars to pass because there were no cars. They are on their phone just sitting at the intersection.

The other day I was leaving the bank and this happened. Someone stopping before making a right turn while I wait behind her to get my car on the road. Finally I honked, and she barely moved -- I could see her head down and the phone. So I finally backed up and pulled alongside her (large enough driveway or I wouldn't have done it). Then she acts like she's going to pull out at the same time. Driverless would have been better at that point.
