...looked like a sure thing. When McConnell threatened to disparage Democrats as trying to gain further advantage, it made no sense to go public.

Most likely the thought was that President Clinton would address these Russian acts of war after her inauguration.

Then there was the Comey uppercut... at that time all should have been made public as H Clinton was collapsing in the polls (although it still looked like she'd win).
