You're interpreting a lot from body language here that might not actually be there. Would it be that hard to walk up to him, smile and say "How's it going?" That would be my normal reaction to someone coming up to my property line. If that gets you a vitriolic racist reaction, so be it. Now you know. If it gets you an embarrassed smile and a "Just wondering what you are doing", then you have a pleasant conversation about gardening...
