he is an absolute sociopathic opportunist, and yes, that makes him unbelievably dangerous. He is one of the most notable victims of the Dunning-Kruger effect, i.e., too stupid to know he's stupid, too incompetent to know he's incompetent, which somehow leads to incredible levels of confidence and believing one is on a par with really intelligent and competent people. The one thing he is good at is setting up a project from which he can extract cash, with zero concern for how it affects others or whether it is legal or moral, and convincing people he is smart and competent.

Possibly the only more dangerous person is a person who goes out and kills people for his own benefit without compunction.

And now he has the military at his disposal, and is already using it in Syria for his own personal ends.

He must be stopped. IMO, the only way is to take to the streets.
