77. NM has a budget crisis because of low oil and gas prices

Over one third of New Mexico's budget is from oil and gas so Suzanna has made lots of cuts. She is relaxing the medical marijuana program some because she needs the money. Dispensary growers can now grow 1000 plants every three months instead of the 450 last year. The medical program is growing by leaps and bounds. The Democrats want to make up the budget difference by legalizing cannabis but Martinez does not - even though local dispensary growers claim her husband owns part of a dispensary. Pueblos are planning to start growing hemp and marijuana as NM pot laws don't apply to them. The state is poor because Suzanna put all her energy into oil and gas. All should change when she is out.
