That's foreign policy, and foreign policy is not the purview of the Legislative Branch.
Certainly, Congressional visits, trade missions, what have you, all routine. So are sanctions, embargoes, etc. - provided the votes are there in Congress.
But meeting with Assad with an eye to changing US policy towards Syria? That's a big no-no, even in the context of flaming ineptitude and corruption as shown by President Shitstain and his 40 Thieves.
